The County Administrator's Office: The County Administrator's Office is responsible for preparing the county budget, providing the Board of Supervisors with analysis and recommendations, representing the county in intergovernmental relationships and coordinating the work of all county departments.

ABOUT THE POSITION

The Administrative Services Manager (ASM) is a member of the County Administrator's management team and is responsible for leading the fiscal and administrative functions of the County Administrator's Office and the Clerk of the Board. This includes budget development, financial and personnel administration, contracts, grants, accounts payable, reporting and project coordination. Additionally, the ASM supports budget and related processes for the County's other Administrative Departments (Human Resources, Department of Finance and Information Services and Technology) by processing budget adjustments, reviewing and tracking position allocation changes, and coordinating annual budget development processes.
 
The ASM supervises a staff of up to 5 administrative professionals, plans and monitors workflow for their assigned staff, and takes an active role in managing their performance. The ASM also has a highly visible role outside the department, representing the County at a variety of meetings, public events and committees and serving as the coordinator and point person for county-wide projects and strategic initiatives such as the Five-Year Business Plan and Continuity of Operations Plan. 

ABOUT YOU

Our Highly Qualified Candidate: The ideal candidate has substantial experience preparing and administering complex budgets in a governmental setting; overseeing accounting, procurement and payroll activities; leading cross functional teams; applying personnel management practices; implementing business process improvements; creating and updating written policies and procedures; and utilizing complex automated financial systems.  In addition, the ideal candidate possesses supervisory experience which includes teambuilding, recruitment, training, employee development and performance evaluation. They are an expert communicator in both written and verbal format, and show an ability to maintain successful, collaborative, and constructive working relationships with office staff, other department staff, and members of the public. Previous experience working effectively with elected and appointed officials is preferred.

Minimum Qualifications: Any combination of education and experience that would provide the knowledge and skills listed. Typically, equivalent to graduation from a four year college or university with major coursework in business or public administration, accounting, economics or a field closely related to the work and three years of accounting, budgetary, fiscal reporting and related management support experience which included one year in a lead or supervisory role. Additional experience as outlined above may be substituted for the education on a year for year basis.

Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
