Description

The Santa Clara County Counsel's Office, recent Hodson awardee by the American Bar Association (ABA) for its outstanding performance and extraordinary legal service in the public sector, is looking to fill its Financial and Administrative Services Manager position.

This position performs/oversees the day-to-day operations of administrative and fiscal functions for the Office of the County Counsel, supervising many staff and performing diverse activities including development of the annual Office budget submittal and oversight of budgetary and accounting activities and fiscal oversight; personnel, IT, preparation of board transmittals, purchasing, facility management, and policy implementation. Performance of these duties requires familiarity with a broad range of programmatic activities.

Under general direction, this position shall plan, organize, direct and coordinate through subordinate managers the financial and administrative functions of a County agency. This position reports directly to the agency head and is responsible for all financial, budgetary, information systems and general administrative functions of an agency having county-wide impact.

Typical Tasks

  • Plans, directs, coordinates and administers the agency's financial and accounting responsibilities, budget, information systems, human resources, training and professional development, centralized customer support, and other related administrative support functions;
     
  • Participates as a member of the Agency's executive team in the review, development and implementation of goals, strategies, systems, policies and procedures for carrying out the Department's mission;
     
  • Monitors, evaluates and makes recommendations regarding complex budgetary costs having county-wide impact;
     
  • Directs the development, preparation and implementation of the agency budget, including the management of expenditures and revenues;
     
  • Directs managers in the development, maintenance, evaluation, and administration of information systems to enable the department to use data to make decisions and operate effectively;
     
  • Acts as liaison with County-wide support agencies; including Information Services, Employee Services, Finance, Fleet and Facilities, Contracting and Procurement representatives in the evaluation of current systems and the planning for future service and systems needs;
     
  • Conducts or directs and evaluates complex studies pertaining to a variety of financial, human resources, administrative and operational problems, and develops and implements effective solutions;
     
  • Reviews and analyzes new and revised statutes and proposed legislation to determine effects on the Agency/County;
     
  • Develops or reviews and approves plans for the effective utilization of office space, furniture and equipment, forms and supplies;
     
  • Represents the agency head on matters related to agency financial and administrative matters before the Board of Supervisors, County Executive and other governmental and public entities;
     
  • Selects, trains, directs and evaluates subordinate managers, and provides overall direction to subordinate staff regarding professional standards, work quality and performance;
  • Prepares, reviews and approves detailed reports and correspondence;
  • Performs other related duties as required.

 

Employment Standards

Considerable education and experience, which demonstrates the ability to perform the stated management responsibilities and the possession of the knowledge and abilities listed below.

Note: A qualified candidate would typically acquire the necessary knowledge and abilities through education and experience equivalent to a Bachelor's degree in Business Administration or Public Administration with an emphasis in accounting or a closely related field, and five (5) years current administrative/managerial experience directing a complex financial operation. Administrative/managerial experience managing a complex financial operation in the public sector is desirable.


Knowledge of:
  • Principles and practices of management necessary to plan, organize, direct, manage and evaluate financial and administrative operations;
  • The theory, principles, practices and application of governmental budgeting and accounting;
  • Principles and practices of public administration, organization, budget, management analysis, supervision, personnel management, modem information systems and organizational development;
  • Administrative problems common to the operation of a government agency;
  • State and Federal laws, rules and regulations impacting governmental financial accounting and budgeting.

Ability to:
  • Plan, organize, manage and evaluate the financial and administrative operations of a diverse county agency;
  • Analyze and evaluate complex financial, budgeting and administrative problems and develop and implement effective solutions;
  • Interpret and apply provisions of federal, state and local legislation, rules and regulations pertinent to the administration of agency policies and programs;
  • Manage, train, develop and motivate staff;
  • Represent the agency before the Board of Supervisors, County Executive and agency/department heads;
  • Communicate effectively both orally and in writing;
  • Establish and maintain effective working relationships with the Board of Supervisors, County Executive, executive managers, staff and representatives of other governmental agencies;
  • Prepare clear and concise reports and correspondence.
