The Department of Housing and Community Development's Headquarters Office is located in Prince George's County at the New Carrolton Metro stop.
POSITION DUTIES
The Division of Finance and Administration is seeking two qualified senior level finance officers to complete the following teams.
Controller of Fund Accounting
This position will manage a team of twelve (12) accountants in the day to day operations of federal grants management. The Department of Housing and Community Development receives over $300 million annually from various agencies in the federal government to pass through to counties, local governments, and non-profits. This position will hire, train and coach a professional team in reconciliations, cash management, new program setup and general communications with program staff. The position will be responsible for meeting all deadlines for the unit and the mandated reporting required by the federal government and transparency in government. In addition, the position will be responsible for process improvements, developing desk procedures, and oral and written presentations to executive staff. The successful candidate must be able to work independently, be comfortable in working with auditors, take initiative and coach a team of professionals to meet stringent deadlines. Must have experience managing federal awards and excel skills in financial formulas.
Controller, GAAP Accounting
This position will manage a team of seven (7) accountants in the day to day operations of GAAP financial statements, disclosures and variance analysis. This unit manages a $1 billion loan portfolio which grows annually. This position will manage 2 closely related units each having a lead accountant. The sub ledger unit is the servicing entity for the portfolio and works closely with the asset management team. Then there is a general ledger team that is responsible for reconciling the general ledger accounts and creating the financial statements, disclosures and variance analysis which explains changes between the years. This position will hire, train and coach a professional team in general ledger reconciliations, cash management, new program setup and general communications with program staff. The position will be responsible for ensuring the deadlines are met, policy review and implementation. In addition, the position will be responsible for process improvements, developing desk procedures, and oral and written presentations to executive staff. The successful candidate must be able to work independently, be able to create financial models using excel and its financial functions, be comfortable managing independent auditors, take initiative and coach a team of professionals to meet stringent deadlines with quality products. A licensed Certified Public Accountant (CPA) is preferred with a minimum three years’ experience in creating financial statements, writing the footnotes to the statements (Disclosure document), and analyzing financial data to explain what the numbers represent and reasons for changes between periods.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Six years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
SELECTIVE QUALIFICATIONS
One year of accounting experience in general ledger or in federal grants management.

Effective communication skills, orally and written
Data analysis and financial forecasting experience
Experience with Microsoft Excel, including advance financial functions
Certified Public Accountant

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
