The Contra Costa County Administrator's Office (CAO) is seeking to add an energetic, customer focused, and solution-oriented local government administrator to serve as a leader on their dynamic, professional team. This is a newly created position that will work closely with an existing incumbent in the same functional area.

The ideal candidate will have a proven track record demonstrating their ability to do the following:
  • Apply their solid background in all aspects of municipal finance (accounting and financial reporting, debt management, revenue generation, cost allocation, and budget development and control) coupled with a general understanding of County operations, specifically health and human services.
  • Quickly develop credibility and a reputation as a value-added partner contributing to the success of current programs and supporting new initiatives.
  • Possess organizational skills to ensure work plan commitments are met, and staff and resources are coordinated to deliver results.
  • Exhibit strong interpersonal skills and be successful at building and maintaining strong working relationships throughout the organization including working directly with and in support of the County Administrator', County Finance Director, and Chief Assistant County Administrators.
  • Political astuteness and intuitive understanding of people and nuances.
  • Navigate sensitive issues in a manner that is truthful, straightforward and diplomatic.
  • Possess excellent oral and written communication skills which will be used to present complex financial information to the Board of Supervisors, Boards and Commissions, County Management and other organizations.
Reporting to the County Administrator, the Senior Deputy County Administrator is responsible for managing administrative, budgetary, and financial activities and programs of operating departments. Each Senior Deputy supervises a major program area in the County Administrator's Office. This Senior Deputy County Administrator will have primary responsibility for monitoring the programmatic and fiscal activities for a portion of the Health and Human Services functional area which may include the following departments: Health Services, Employment and Human Services, Child Support Services, and Veteran's Services. S/he will assist in providing staff support for the Family and Human Services Committee which was established to examine and make recommendations on issues relating to health and human services through the County's social service system.

In addition to coordinating the activities of certain health and human services departments to meet mandates or program objectives, the Senior Deputy will supervise the review, analysis and monitoring of department budgets and review and/or prepare budget recommendations. The Senior Deputy CAO will evaluate program area requirements and operations including staffing, organization, furnishings, equipment and building facilities; develop workload measurements and supporting data for budget requests, program alternatives, funding options and resultant service delivery implications; and supervise the analysis of budget requests and proposed organizational changes received from operating departments. Further, the Senior Deputy will attend Board of Supervisors' budget hearings and assist in the review process; participate in meetings of the Board of Supervisors, other boards, commissions, groups and County officials regarding budget, finance, and other matters: furnish advice and information to the County Administrator, County officials and others; and supervise subordinate staff.

Typical Tasks

Minimum Qualifications

License Required: Possession of a valid California motor vehicle operator's license. Out of state valid motor vehicle operator's license will be accepted during the application process.
 
Education: Possession of a bachelor's degree from an accredited college or university with a major in Business, Public Administration, Finance or closely related field.
 
Experience: Four (4) years of full-time or its equivalent experience, which involved the analysis and review of budget and finance activities and the conduct of organizational studies in a public agency. Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years. 
 
Experience Substitution: Possession of a master's degree in Business, Public Administration, Finance or closely related field may be substituted for six (6) months of the required experience.

The process may include one or all of the following: online testing, an additional supplemental questionnaire, and a structured panel interview, the results of which will result in a list of candidates to be forwarded to the CAO's Office for consideration. The CAO's Office may conduct additional interviews before a final selection is made.

TENTATIVE INTERVIEW DATE:  Week of August 12, 2019

Application Evaluation: Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.
Written Examination: May include multiple-choice questions, writing proficiency test, and scenario based competency/behavioral questions. Test items may consist of the following assessment categories: 1) Understanding and Following Oral Directions, 2) Ability to Read and Understand Written Directions, 3) Interpersonal and Communications Skills.  Candidates must obtain a rating of at least 70, which may be an adjusted score in accordance with the Personnel Management Regulations. (Weighted 100%).

The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.
