Job Description

JOB SUMMARY
The Financial Analyst conducts and documents complex financial analysis projects. This position develops and coordinates complex budget projects and processes and provides variance analysis, modeling and forecasting services for executive management. Facilitates ongoing business processes by enhancing communication and coordination between various functional areas.

ESSENTIAL FUNCTIONS

  • Coordinates the corporate budgeting and strategic planning process: develops and executes policies and procedures, trains and assists budget participants, communicates with management, analyzes data, and provides recommendations based on corporate goals and executive directions.
  • Monitors variances, analyzes trends, and assists executive management and staff with forecasting and analysis techniques.
  • Performs program efficiency reviews: researches situations, works with operational area, and develops and makes recommendations to management regarding program decisions based on knowledge of corporate goals and financial viability.
  • Performs financial analysis utilizing business case development processes and makes recommendations to management for decision-making purpose by gathering, clarifying, and presenting financial data.
  • Applies budgeting concepts, financial, accounting, and project management principals in performing analysis.
  • Analyzes accounting records to determine financial resources required to implement programs and makes recommendations for budget allocations to ensure conformance to budgetary limits.
  • Develops integrated revenue/expense analyses, projections, reports, and presentations.
  • Creates, updates and analyzes reports and ensures financial information has been recorded accurately.
  • Establishes and maintains effective working relationships and public relations.
  • Facilitates interdepartmental teamwork.
  • Performs other duties as assigned.
 DECISION MAKING
  • Position receives limited supervision. 
 MINIMUM REQUIREMENTS
  • Bachelor's Degree in Business Administration, Accounting, Finance, Economics or related field and four years' experience performing financial analysis, to include budget coordination, strategic planning, business analysis or related activities OR  Master's Degree in Business Administration, Accounting, Finance, Economics or related field and two years' related experience.
  • Proficient PC skills in the use of Microsoft Office products.
JOB DIMENSIONS
  • Contact with executive management, mid-management, staff and administrators. Occasional contact with outside agencies, including City Council, City Staff, consultants, and customers.
  • Responsible for development of $200 million operating and $250 million capital budget.
  • Perform financial analysis for an entity with $350 million in operating revenues and $3 billion in assets.
  • Communicates effectively, verbally and in writing. 

PHYSICAL DEMANDS AND WORKING CONDITIONS
Requires visual acuity, speech, and hearing. Subject to sitting for long periods of time to perform job scope. Working conditions are primarily in an office environment.

May be required to work hours other than regular schedule such as nights and weekends.
